反腐不等于權(quán)利斗爭

　　黨的十八大以來，黨大力推進反腐敗斗爭，一大批腐敗分子包括許多腐敗高官應(yīng)聲落馬，人民群眾拍手稱快、高度贊譽。不過，也有一些人包括國外媒體腦洞大開，以美劇《紙牌屋》式思維想象我國的反腐敗斗爭，將一些腐敗分子落馬看成是權(quán)力斗爭的結(jié)果。對于這種怪論，有必要進行辨析，以正視聽。

　　反腐敗問題上的權(quán)力斗爭說顯然荒唐。事實上，黨的十八大以來，習(xí)近平同志一直強調(diào)打鐵還需自身硬。這個自身硬首先從中央領(lǐng)導(dǎo)開始，就是要以上率下。為此，十八大后我們黨立即出臺中央政治局關(guān)于改進工作作風(fēng)、密切聯(lián)系群眾的八項規(guī)定。一批高官在反腐敗斗爭中落馬，正是打鐵還需自身硬、作風(fēng)建設(shè)從高級干部抓起的要求在反腐倡廉建設(shè)中的邏輯展開。我們的反腐敗斗爭，就是要打破所謂刑不上大夫的潛規(guī)則，打破丹書鐵券和鐵帽子王的神話。全面從嚴治黨，嚴就嚴在無禁區(qū)、無上限。否則，自身硬就是一句空話。這種猛藥去疴、壯士斷腕的勇氣和決心，怎么能被庸俗地解釋為權(quán)力斗爭?至于發(fā)現(xiàn)一個、揪出一窩，本身就是反腐敗斗爭的一個規(guī)律。因為腐敗分子總是善于搞圈子和幫派、搞人身依附關(guān)系、搞利益同盟，沆瀣一氣、同流合污。拔出蘿卜帶出泥并不足為奇，順藤摸瓜揪出大老虎也具有必然性。將這種情況看成什么派系斗爭，實在是牽強附會。

　　持權(quán)力斗爭說的人，應(yīng)看到反腐敗斗爭不僅打虎也在拍蠅。黨的十八大以來，我們黨大力查處蠅貪，整治發(fā)生在基層和群眾身邊的違法亂紀行為。下大力氣拍蠅，說明我們的反腐敗斗爭是全覆蓋、零容忍的，不是選擇性反腐無論高級官員還是基層干部，只要違法違紀，就必然受到懲處。這與權(quán)力斗爭無關(guān)，而與黨的性質(zhì)宗旨有關(guān)，是要兌現(xiàn)我們黨有腐必反，有貪必肅的莊嚴承諾。

　　Anti-corruption is not equal to power struggle

　　Since the 18 National Congress of the Party, the party has vigorously promoted the anti-corruption struggle. A large number of corrupt elements, including many corrupt senior officials, have fallen down, and the people have applauded and praised highly. However, some people, including the foreign media, have been greatly inspired by their thinking. With the thinking of "House of Cards", we can imagine the anti-corruption struggle in our country, and regard the fall of some corrupt elements as the result of power struggle.

　　The power struggle on the anti-corruption issue is obviously absurd. In fact, since the 18 National Congress of the Party, Comrade Xi Jinping has always stressed that it is necessary to make iron by itself. This self-hardness begins with the leadership of the Central Committee, that is, with the above rate. For this reason, Immediately after the 18 National Congress, our party promulgated eight provisions of the political Bureau of the CPC Central Committee on improving the work style and maintaining close ties with the masses. A number of senior officials were defeated in the struggle against corruption. The construction of work style begins with the demands of senior cadres in the construction of anti-corruption. Our struggle against corruption is to break the hidden rules of the so-called doctors' punishment, and to break down the gods of the Iron Hat King and the Iron Hat King. To rule the Party in a comprehensive and strict manner, strict with no restricted area and no upper limit. Otherwise, one's own insistence is empty talk. How can the courage and determination of this fierce medicine to cure and the strong men break their wrists be interpreted as a vulgar struggle for power? As for the discovery of one, finding out a nest is itself a law in the struggle against corruption, because corrupt elements are always good at engaging in circles and gangs, personal attachment, interest alliances, and collusion. Pull out the turnip and bring out the mud and no surprise. It is inevitable to pick out the big tiger. It is far-fetched to think of this as a factional struggle.

　　Those who hold the view of power struggle should see that the anti-corruption struggle not only hits tigers but also beats flies. Since the 18 National Congress of the Party, our party has vigorously investigated and dealt with fly corruption, rectifying illegal activities that occurred at the grass-roots level and around the masses. Great efforts have been made to beat the flies. It shows that our anti-corruption struggle is all-inclusive and zero-tolerated, and it is not selective anti-corruption whether senior officials or grass-roots cadres, so long as they break the law and violate discipline, they will inevitably be punished. This has nothing to do with the power struggle, but with the nature and purpose of the party. It is to honour our party's solemn promise that corruption will prevail over corruption.
